I'm working a series of lighthouse photographs edited in this style. To create this I do the initial black and white conversion in lightroom. Then I bring the photo into photoshop where the fun begins.

I use the pen tool to cut out the sky. I find this just works a little better than selecting the sky. For this type of edit anyway. I then replace the "sky" or background with a solid black color layer. I then replaced the background with a long exposure sky from a different photo I took from an entirely different location. I experiment with "transforming" the sky in many different ways until I find something I like. I rotate it, expand it, flip it until I find something I like. I also used a radial gradient to give a glow of "light" coming from behind the lighthouse.

After the photo is pieced together I use a multitude of different curve layers to basically selectively dodge and burn the photo. And this was the final result.
